The OUTBOUND Heavy Duty Flag Of Norway is a large-format Norwegian national flag featuring the distinctive Scandinavian cross in red, white and blue. Norway's present flag was adopted in 1821 following debate in the Norwegian Parliament over the need for a distinct Norwegian flag. Frederik Meltzer, a representative from Bergen, proposed a red flag incorporating a white cross and a blue cross. His design was selected by the Storting in May 1821 and subsequently approved by King Carl Johan as Norway's new commercial flag. The colours red, white and blue were described at the time as the colours of liberty.
The design reflects Norway's historical connections with Denmark and Sweden while establishing a distinctive Norwegian identity. The white and blue cross is positioned towards the hoist in the Scandinavian cross pattern. During the 19th century, the Norwegian flag also carried the union mark associated with the union between Norway and Sweden. The Flag Act of 1898 removed the union emblem from the Norwegian flag, establishing the design that is recognisable today.
Norway's flag legislation defines the national flag as red with a dark blue cross outlined in white and specifies the proportions of the individual sections and cross. The regulations distinguish the ordinary national/commercial flag from specialised flags used by certain government institutions.
